The 4 phases of preparation of the plan
Phase 4: Adoption of the plan
Following the end of the public insight, the draft plan, corrected in accordance with the public insight report, is addressed to the parliament for adoption in the form of a Planning proposal.
In this concluding phase, depending on the local regulations, representatives in the assembly or a civic group (in a prescribed number) may essentially change the plan by submitting their amendments. If an amendment is to make a real impact on the plan, it has to win the majority of votes in the assembly.
Following the adoption, the textual segment of the planning document is published in the designated official publication – Official Gazette or Journal.
After that, the plan becomes valid and its implementation commences.
All valid planning documents must be available in electronic form online, as well as on demand in analogue form, in the seat of the institution in charge of their adoption or the institution in charge of spatial and urban planning affairs.
