The book explores the relationship between corruption and urban planning by combining theoretical perspectives with analyses of concrete planning practices in Serbia. It examines how corruption emerges within planning systems, how it shapes institutional behavior, and how it influences urban development through land-use decisions, public assets, large-scale projects, and regulatory gaps. The first part presents key conceptual frameworks—including economic, neo-institutional and sociological approaches, as well as discussions on planning ethics, integrity, and authoritarian neoliberalism. The second part focuses on mechanisms and risks of corruption in practice, drawing on findings from oversight bodies and case studies that illustrate systemic vulnerabilities. Together, the contributions offer a grounded analytical basis for understanding how corruption operates in planning and aim to strengthen professional responsibility, institutional accountability, and the capacity of actors involved in urban development.

The glossary explains key terms and procedures related to urban planning in a simplified manner, helping citizens understand the responsibilities of institutions and the significance of public participation in planning processes. This initiative is part of NPP’s broader mission to demystify urban planning documents and promote inclusivity in urban development discussions. It serves as a tool for encouraging community engagement and informed dialogue about urban planning issues that impact everyday life​
